Issued the "Administrative Measures for the Contracting and Pricing of Construction Projects" (Order No. 16 of the Ministry of Housing and Urban-Rural Development), and initiated the revision of the "Interim Measures for the Settlement of Construction Projects" to further standardize the contracting and price settlement activities in the construction market. Local governments have cooperated with the introduction of reform opinions, legislation and system construction have been carried out in an orderly manner, local regulations on project cost have been announced, project cost dispute mediation has been carried out, and project cost management has become more standardized. The number of colleges and universities offering a bachelor's degree in engineering cost has grown rapidly, with more than 130 by the end of the "Twelfth Five-Year Plan" period. The basic quality of engineering cost graduates has continued to improve. There are frequent exchanges of engineering cost professionals. According to the "Mainland and Hong Kong Closer Economic and Trade Relations Arrangement Agreement" signed by the Central Government and the Hong Kong Special Administrative Region Government, more than 300 Hong Kong quantity surveyors have obtained mutual recognition and registration of Mainland cost engineers, and more than 360 Mainland China The cost engineer was certified as a Hong Kong Quantity Surveyor.
——The engineering pricing standard system has been continuously improved. The "Construction Engineering Quantity List Valuation Specification" and the corresponding 9 sets of engineering quantity calculation specifications for different professions were released. The national unified quotas for construction, installation, and municipal administration have been revised. The industry and local quotas are constantly updated. As of the end of the "12th Five-Year Plan", the state , Industries, and local governments have released more than 1,600 volumes of various quotas and estimated and estimated indicators, which basically meet the needs of the market. Industry self-discipline standards such as the "Construction Cost Consultation Specification" have been released one after another.
——The construction of project cost informationization is developing steadily. In accordance with the development needs of project cost informatization, a series of standards and specifications have been formulated such as the "Construction Engineering Manual Materials, Equipment and Machinery Data Standards", laying the foundation for the development of project cost informatization. The construction of information platform and information collection have achieved remarkable results. Professional tool software and office management software have improved business capabilities and management levels. Cloud technology and BIM technology have also gained a lot of successful experience. Information services such as building material prices and labor unit prices in all provinces (regions, cities) across the country are released dynamically in real time, meeting the needs of all parties involved in project construction.
During the "13th Five-Year Plan" period, the fundamentals of my country's long-term economic improvement have not changed, and the prospects for development remain broad. New-type urbanization and the “One Belt One Road” construction release new impetus for fixed asset investment and the development of the construction industry, stimulating new vitality, and the demand for structural reforms, transformation and upgrading of the construction industry continues to increase. The Central City Work Conference clearly proposed the implementation of major public facilities and infrastructure projects, strengthening the construction of urban rail transit, sponge cities, and urban underground comprehensive pipe corridors, speeding up the renovation of shanty towns and dilapidated houses, and promoting the comprehensive renovation and engineering maintenance of old residential quarters in an orderly manner . New innovation points, growth poles, and growth belts in the engineering cost consulting industry are constantly taking shape. However, my country is still facing problems such as the slowdown of economic growth and fixed asset investment, economic growth driven from investment to innovation, slower growth of real estate investment, and increased risks of contraction in the construction industry. At the same time, there are still inconsistent pricing rules for project cost, the pricing basis needs to be improved to meet market demand, the pricing basis for serving green, energy-saving, low-carbon, and prefabricated buildings is not systematic, and project cost information services lack unified planning and timeliness. The construction cost consulting social credit system is slow, and the cost control concept of the whole process and life cycle of the project is not deep. The project cost governance system and governance capabilities need to be further improved.
